REGULAR MEETING
July 13, 2021
1:00 p.m.

The New Mexico Music Commission will hold a regular meeting on Tuesday, July 13, 2021 at 1:00pm. In light of the Governor’s Executive Order 2020-004, declaring a state of public health emergency and directing agencies to take necessary precautions to mitigate the transmission of COVID-19, the Music Commission has decided to hold the July 13, 2021 meeting via videoconference. The meeting is open to the public.

The meeting will take place by Zoom. You may participate with a computer or phone.

Strategic Planning Committee

Formation

Article VIII of the New Mexico Music Commission’s bylaws and rules of procedure, as provided by 2011 NMSA 1978 18-16-1 through 18-16-4 The Music Commission Act, dictates the formation of committees from time to time, as it deems appropriate.

Duties

The Development Committee shall assume responsibilities, including but not limited to:

  • Review : commission statute, bylaws, duties, mission, vision, key documents, previous strategic plans and meeting notes.
  • Establish : A timeline of execution and delivery for the commission’s new strategic plan.
  • Create : a vision statement, strategic goals, strategies, steps, and performance goals; forms to assist the commission in execution of the plan, such as: action plan, planning process, strategic analysis data, committee members, workplaces, budget planning, financial reporting, monitoring and evaluation of plan, status updates; compose an executive summary which includes the commission’s history, mission, and duties; format the strategic plan document, including cover, quotes, facts, images, table of contents, and appendices.
  • Propose : a logical and realistic staffing, operational, and programming commission budget based on the new strategic plan.
  • Seek Input : from Music Commissioners, New Mexico Arts Staff, Department of Cultural Affairs Executive Staff and General Counsel, the New Mexico Attorney General’s Office, and the Public during the development of the new strategic plan.
  • Facilitate : the commission’s rollout of the new strategic plan.
  • Document : progress/completion of objectives.
  • Additional Duties : that may arise throughout the course of Commission business and/or may be requested by the Chair.

Reporting

The Committee Chair and Secretary shall:

  • Create an Agenda for each committee meeting
  • Record Meeting Notes at each committee meeting

  • Deliver quarterly Executive Summary reports at each public Commission meeting
  • Submit the above documents to Administrator Goodrich in a timely manner, to be archived at the bottom of this page

written and performed by Ray Wylie Hubbard (1991)

Portales is track number seven on Hubbard’s album Lost Train of Thought released 1991. Hubbard is a legendary Texas singer/songwriter, born in Oklahoma, whose tough but literate music ranges from personal introspection to rowdy barroom anthems. In his younger years, Hubbard spent the summers in Red River playing folk music in a trio known as Three Faces West.

This song was submitted to the Songs About New Mexico list by Ryan Kaczmarek from Chicago and currently stationed at Fort Bliss in Texas. Ryan shared, “For some reason that I cannot pinpoint, I am very fond of New Mexico. It really is the Land Of Enchantment. I have yet to find another state like yours and I have been to 35 so far.”

About the New Mexico Music Commission

The New Mexico Music Commission consists of fifteen unpaid volunteers serving one to three-year terms appointed by, and renewable at, the Governor’s discretion. Its mission is to protect, promote, and preserve the music traditions of New Mexico, to foster appreciation of the value of music, and to encourage the educational, creative and professional music activities of the residents of New Mexico. Cumulatively, the music commissioners represent decades of music industry experience and expertise, spanning multiple disciplines and genres.

AGENDA

I. Call to Order : Carlos Medina, Music Commission Chair {5 minutes}

a. Introductions : Medina shall direct Buddy Abeyta, Music Commission Secretary, to call each commissioner and invited speaker to briefly introduce themselves. Introductions will be limited to 10 seconds per person. Review biographical profiles for further information on each commissioner and invited speaker.

i. Abeyta shall take attendance and shall notify Medina of absences at the conclusion of introductions.

ii. Medina shall modify the agenda to accommodate lack of quorum and/or absent commissioners or speakers, as needed.

II. Consider approving the agenda : ACTION by roll call vote {2 minutes}

a. Review : Medina shall direct commissioners to review the agenda.

b. Motion : Medina shall call for a motion to approve the agenda and a second to the motion.

b. Vote : Medina shall direct Abeyta to call each commissioner’s name. Commissioners shall respond yea, nay, or abstain. Abeyta shall announce results of the vote.

III. Consider approving previous minutes : ACTION by roll call vote {2 minutes}

a. Review : Medina shall direct commissioners to review the 12 January 2021 minutes.

b. Motion : Medina shall call for a motion to approve the notes and a second to the motion.

b. Vote : Medina shall direct Abeyta to call each commissioner’s name. Commissioners shall respond yea, nay, or abstain. Abeyta shall announce results of the vote.

IV. Administrative Updates {8 minutes}

a. Medina shall call on representatives to give a 2-minute update.

VII. Foundation Update {5 minutes}

a. Medina shall call on David Schwartz, President New Mexico Music Commission Foundation, to give a 5-minute update.

VIII. Approval of 2022-2025 Strategic Plan Vision and Goals : ACTION by roll call vote {3 minutes}

a. Review : Medina shall direct commissioners to review the proposed 2022-2025 strategic plan vision and goals.

b. Discussion / Amendment : Should any commissioner wish to further discuss and/or amend the proposed vision or goals, a vote to approve shall be tabled and the matter shall be returned to committees for further discussion and amendment.

b. Motion : Should there be no request to discuss/amend the proposed vision and goals, Medina shall call for a motion to approve and a second to the motion.

b. Vote : Medina shall direct Abeyta to call each commissioner’s name. Commissioners shall respond yea, nay, or abstain. Abeyta shall announce results of the vote.

IX. Favoritism, Nepotism, Conflict of Interest {10 minutes}

a. Medina shall call upon Christopher Moander, Assistant Attorney General, to share statutes, considerations, and public perceptions of favoritism, nepotism, conflicts of interest as they may pertain to the Music Commission.

b. Medina shall open the floor to questions and discussion led by Moander.

X. Open Meetings Act, Inspection of Public Records Act, and Governmental Conduct Act training {45 minutes}

a. Medina shall call upon Assistant Attorney General Moander to deliver training.

b. Should time permit, Medina shall open the floor to questions and discussion led by Moander.

XI. Adjournment : Medina
